I just played a hardfought game and I got really smug and at the end instead of moving my queen across the board for mate I moved one square at a time as his king wandered hopelessly ensnared in the domain of my second queen. He resigned about halfway there.

You're alright. The game should not have gone on for that long anyway. Black had clearly lost the game long before that. It was Black's duty to resign well before your "smug" moves were played.
So don't look down on yourself for it, for it is black that needs to examine their behaviour here.
NEVER RESIGN!! (or at least that's my opinion for most cases) You never know when your opponent might slip up or didn't handle their time efficiently.
In my point of view, there's no shame in winning on time if you're in a losing position. If they had the upper hand because they used too much of their time thinking, it's their fault that they timed out.
Only time I'd resign is if I was REALLY losing and would just be wasting an excessive amount of my opponents time by playing on.
... So I guess Black should've resigned a long time ago.
I don't see any rules been broken here so no need to ban anyone.
Kd1 Qe3 - Stalemate. It's fun to mock people that doesn't resign in completely lost positions, but be aware of the risks.
